Downtown Muskegon is undergoing an impressive transformation, and the General Capital Group has played a crucial role. Community reinvestment, redevelopment, and revitalization are vital to this change. The heart of Muskegon’s Lakeshore has seen a growing community come alive with history, art, performance venues, and culture. This growth has created the need for more affordable living options. TEN21 Apartments is the General Capital+HDJ team’s latest endeavor and an exceptional example of this growth and transformation.

 


Located at 1021 Jefferson Street on a high visibility west corridor in the heart of Downtown Muskegon’s urban core, it was a vacant corner lot used as a parking area for City workers. Residential homes and businesses surround the area. HDJ worked with local stakeholders to design an appropriate building for this important location. Considering the amount of growth the area was experiencing, an affordable housing development was a win-win solution for Muskegon. The design includes underground and surface parking for tenants and City workers.

 


Designed under the city’s recently adopted “Form Base Code,” a progressive zoning tool intended to encourage more thoughtful urban design throughout Downtown Muskegon and designed with growth in mind, TEN21 fits the changing needs of today’s renters.

 


The urban-industrial vibe is a perfect fit within the surrounding neighborhood. The exterior creates a strong urban edge, and the interior features design quality more typical to a higher-end market while maintaining a more affordable price point. The new three-story building has 73 low-to-moderate-income units, a mix of one and two-bedroom units with over 2,000 sq-ft of commercial space making up the first floor.

 


TEN21 was awarded 9% low-income housing tax credits under the Section 42 program through the Michigan State Housing Development Authority (MSHDA) to assist with financing the project. This program fosters private developers to build high-quality, affordable housing communities and reduces the project’s overall cost.

 


Designed to meet LEED® certification requirements, TEN21 utilized recycled materials, low VOC paints, an advanced air sealing package, natural light, and highly efficient ventilation. Residents benefit from lower utility bills, increased indoor air quality, and overall improvement of environmental health.

 

Regarding Muskegon’s shortage of quality affordable housing, TEN21 has begun to fill this void in the downtown urban core and hopes to impact the immediate neighborhood and bolster community confidence in the development potential of this growing area; essentially connecting the community to museums, shopping, local cafes & brewpubs, and year-round events and activities–and just steps from the shores of Muskegon Lake.

It’s no secret that one of the keys to good health is eating well. Yet often buying fresh, organic foods comes at a high price, one that not everyone can afford. In many cases, improving health by eating healthy foods is easier said than done. Naturally, it becomes a socioeconomic issue, leaving those with lower income less options and freedom to choose the healthy foods they put on their plate. As a result, the health status discrepancy grows, as does an unfair disadvantage.

While HDJ certainly doesn’t chase or design for awards and honors, we have to admit that it is nice to be recognized for our impactful contribution to improving lives. One recent project that is indicative of our portfolio was selected for honors through a pair of programs. Osborn Commons, located in Sault Ste. Marie, Michigan, is a prime example of the positive impact affordable housing and community development can have on a neighborhood and city.
